I speak of those Indians of the Indian sub-Continent. I don't know what those Indians mean about 'open government.' I seem not even to have an
available example of an open government.
What I do know is that those Indians know that we have long been a very hypocritical democracy in our foreign affairs. Africa, South America, and most of the rest of the world also know that of us.
